Instructions

  1. Prepare the Ingredients
    • Dice the green and red bell peppers and onion, and mince the garlic.
    • Shred the cheese, dividing it into two portions (¾ cup for mixing, ¾ cup for topping).
  2. Cook the Beef Mixture
    • In a large pot, combine ground beef, bell peppers, onion, garlic, flour, brown sugar, salt, and pepper.
    • Add red pepper flakes for heat if desired.
    • Place over medium-high heat, breaking up the meat as it cooks. Cook for ~15 minutes, stirring frequently, until the mixture is browned and crumbly, and excess moisture has evaporated.
  3. Simmer the Sauce
    • Stir in beef broth, ketchup, Dijon mustard, and Worcestershire sauce.
    • Mix well, reduce heat to low, and let the mixture simmer for 45 minutes, stirring occasionally, until thickened and flavorful.
  4. Incorporate the Cheese
    • Remove the pot from heat and stir in ¾ cup of shredded Cheddar cheese until melted and fully incorporated.
  5. Prepare for Broiling
    • Preheat the oven to broil.
    • Transfer the beef mixture to a lightly greased 9×13-inch baking dish.
    • Sprinkle the remaining ¾ cup of Cheddar cheese evenly over the top.
