- Preheat your oven to 375°F (190°C) and line an 8x8-inch baking pan with parchment paper.
- In a mixing bowl, combine rolled oats, whole wheat flour, brown sugar, baking powder, and salt. Mix thoroughly.
- Cut cold butter into small cubes, add to dry mixture, and work until it resembles coarse crumbs.
- Press two-thirds of the mixture into the bottom of the pan and bake for 10-13 minutes until golden.
