Step-by-Step Instructions
  1. Preheat the oven to 350°F (175°C) and prepare two 9-inch round cake pans.
  2. In a large mixing bowl, whisk together flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add eggs, milk, oil, and vanilla to dry ingredients and beat on medium speed for 2 minutes until smooth.
  4. Stir in boiling water to the batter until smooth; the batter will be thin.
  5. Divide batter between prepared pans and bake for 30 to 35 minutes, checking with a toothpick.
  6. Cool the cakes in pans for 10 minutes, then transfer to wire racks to cool completely.
  7. For the frosting, beat together butter and cocoa until creamy. Gradually add powdered sugar and milk.
  8. Once cooled, frost the cakes, layering with frosting in between and on top.
