- Stir in taco seasoning mix and ¾ cup of water into the cooked beef. Let simmer for about 5 minutes.
- Mix in refried beans, salsa, and drained diced tomatoes. Stir until heated through, about 3-4 minutes.
- In a 9x13-inch baking dish, lay down two flour tortillas.
- Spread a third of the beef and bean mixture over the tortillas. Sprinkle a third of your shredded cheese on top.
- Repeat the layering process two more times, ensuring each layer is consistent.
- Cover with foil and bake for 25 minutes, then remove foil and bake for an additional 10 minutes.
- Let rest for 5-10 minutes before slicing. Garnish with chopped green onions and cilantro before serving.
