  3. Melt butter in a saucepan, sprinkle in flour to create a roux, then gradually whisk in cream or milk until thickened.
  4. Stir in shredded mozzarella and cheddar until melted. Season with additional garlic powder, black pepper, and mustard.
  5. Pour the cheese sauce over roasted cauliflower and return to the oven at 350°F (175°C) for 20 minutes.
  6. Sprinkle extra cheese on top and broil for 2–3 minutes until golden brown.
