- Preheat your oven to 425°F (220°C) and prepare an 8x8 non-stick baking dish.
- Arrange cauliflower florets in the dish, drizzle with olive oil, and season with salt, pepper, garlic powder, and dried rosemary. Roast for 10 minutes.
- Melt butter in a saucepan, sprinkle in flour to create a roux, then gradually whisk in cream or milk until thickened.
- Stir in shredded mozzarella and cheddar until melted. Season with additional garlic powder, black pepper, and mustard.
- Pour the cheese sauce over roasted cauliflower and return to the oven at 350°F (175°C) for 20 minutes.
- Sprinkle extra cheese on top and broil for 2–3 minutes until golden brown.
