Method
 

Preparation and Baking
  1. Preheat your oven to 350°F (180°C).
  2. Grease two 9-inch round cake pans with butter and line with parchment paper.
  3. In a bowl, sift together flour, cocoa powder, baking powder, baking soda, and salt. Whisk in the sugar until combined.
  4. Add eggs, milk, vegetable oil, and vanilla to dry mixture and whisk until smooth.
  5. Carefully stir in the boiling water until the batter is fully combined.
  6. Divide the batter evenly between the prepared pans and bake for 30-35 minutes.
  7. Allow cakes to cool in the pans for 10 minutes before transferring to wire racks to cool completely.
Frosting
  1. Melt the butter and whisk in cocoa powder until smooth.
  2. Gradually add powdered sugar and milk alternately until achieving a creamy consistency, then stir in vanilla.
  3. Once cakes are cool, frost the top of one layer, add the second layer, and frost the top and sides of the cake.
