- Whisk together all the stir-fry sauce ingredients in a measuring cup until well combined. Set aside.
- Heat a nonstick pan over medium-high heat and add the ground beef. Sauté for 5–7 minutes until browned.
- Add minced garlic and grated ginger to the beef. Cook for about 30 seconds until fragrant.
- Wipe the skillet clean, return to medium heat, and pour in sesame oil. Add chopped napa cabbage and stir-fry for 2–3 minutes.
- Stir in shredded carrots and return the cooked beef to the pan. Mix thoroughly for another 1–2 minutes.
- Pour the prepared sauce into the pan and stir constantly until sauce thickens slightly for 30–40 seconds.
- Remove from heat, serve over cooked rice or cauliflower rice, and garnish with chopped scallion greens.
