Step-by-Step Instructions
  1. Rinse the white fish fillets under cold running water and pat them dry.
  2. In a medium bowl, combine lime juice, zest, garlic, fish sauce, soy sauce, sugar, and ginger; whisk until sugar dissolves.
  3. Place fish fillets in a shallow dish and pour the marinade over them; marinate for 15 to 20 minutes.
  4. Transfer marinated fish to a steaming dish, sprinkle with red chili and half of the cilantro.
  5. Bring water to a boil in the steamer, then steam the fish uncovered for 10 to 12 minutes.
  6. Remove fish from the steamer and garnish with remaining cilantro before serving.
